one slight problem its too big.. although I could probably resize it, when I print it.

It's been done that way on purpose.
No printer will print with the same DPI.
With a larger size you can reduce it before you print it.
If I made it smaller to fit 'my' printer and it didn't fit yours, you would need to enlarge it and that would look like the pox.
So, it's larger and you get to choose the size you want to print.
The dimensions should scale to divers licence size (if I did the maths right).
