Placing a cache in an area where it is difficult to pinpoint where it might be. This results in having to upturn or search inside, every thing in the vicinty. A bit like throwing a needle into a haystack.

A classic example is hiding a cache in amongst a pile of rocks, such as a dam wall or an embankment.

I'm all for micros in an urban environment where a larger cache is going to be impossible.
