Couldn't find my averages state point balancer to take picture for these waypoint.

You weren't on the ladder so you shouldn't be completing that locationless geocache.

A screen shot/dump or photo of the computer screen showing your name on the States of the Nation ladder on or above the MINIMUM number (10) required is all that is needed to claim a smiley.
