Just got this article on facebook. It's a UK 'Can you find it?' code cracking competition.

Looks like enigma to me, also as the article mentions Alan Turing.

Thanks pjmpjm, that seems to be a solution for a similar competition from 2011. This is a new one, released about a week ago.
