What does this mean for the average punter (like me who doesn't know what API means)?
From my limited understanding, does it mean GCA will have live access to data rather than relying on daily downloads?

I severly doubt it will give the faeries any relief, they will no doubt be restricting its use to a very limited subset of data.
It'll be good for people writing phone apps etc to get info like 'Tell me the nearest 10 caches to my location'.
It's still a good move but I can't see them allowing bulk data xfers. I imagine app developers will have to register and/or license themselves to be able to use it in any bulk way.
