I found trying to get FTF's on Geocaching.com is next to impossible unless you have paid email notifications. I have to wait until the end of the week before I'm told what caches are published.

You can set up watches for an email for new close caches :!: you get the mail as the reviewer hits the button

Not if they aren't a premium member, which is more than likely what they meant.

Yes, but if you setup notifications on GCA you get daily alerts.

However, I bit the bullet and paid for full membership recently mostly to get around the 200 gpx file limit on my Garmin Oregon.

I just go to my account details page, click on the Search for nearest caches from your home coordinates (filter out finds) link. The first few pages show any new caches close by. Adnittedly in my area you can often get an FTF after a day or two but you can check as frequently as you like or need to.
