Making non-live geocaches for a sporting day

My work wants to hold a caching day to get some people interested in the sport and as a navigation exercise but we want to set up our own caches for this event. The caches will be on a restricted area (military base) so we can't put them on the normal GC or GCA site.
Does anyone know of any software that we can write up our own caches with co-ords, hints, ect that we can put into a GPX file and load onto our GPS'

Something like Garmin s Basecamp software (if you are using Garmin units) would do to load into other units

I think it's free on their site.

GSAK will do that. Just manually create them in GSAK. You can print them out and they'll look similar to GC or GCA. They can even be printed out with the Google map.

You can use GSAK for free for a reasonable period.

And of course you can load your GPS from GSAK too.

Thanks everyone. We'll give GSAK a try. Work has purchased 6 GPSMAP62s for the sole purpose of getting the unit into caching. We deploy all over Australia and the world and they want to get our guys into it. We have about 6 current cachers in the unit, mostly new to the sport.

could also be done on the GC site and I guess maybe the GCA site just right up the cache with all the details and info except don't hit the publish cache. You can print out copies and or load to GPS unit. Works well if you wish to hand out caches at an event for caches to find before they are published.

And make up all your details there.
Then it exists only in GSAK and you can then bulk upload these caches to all the GPS units used for the hunt!

The other advantage is that you can create a new database for the "private" caches so as not to get them lost in the other areas of GSAK

For Science Week I assist with the same type of event here and we set out about 12 caches on the CSIRO facility at Black Mt. We create the WP's and upload them to GSAK, then we can download them to the GPSr's we use for the event whenever we need to. Works really well.
