LGA maps

I am starting out to do the LGA challenge, firstly in NSW and Vic - but am having trouble identifying the actual LGA's - the may shows the LGA's but no further detail of LGA name or major towns to help me find where the go caching - have I missed something ? any help greatly appreciated

Aren’t the dragonzones based on lga areas?

The A.C.T. has 18 DragonZones including a couple of far off islands so they are either over-governed or DZ not based on LGAs.
