In the 'About' page, i! puts out the kind offer of hosting geocaching sites free of charge. When I contacted i! regarding this, I was told to simply ftp pages up and to start a topic here for further details so all could see. So, further details, please! Any rules? Any rhyme? Any reason?

you asked what you needed to do to move your website here
basically you need to give us the details we requested on the about page
then we give you an ftp account where you can put up your stuff
there is also a webmasters forum where you can ask questions of other people who are running websites on geocaching australia (eg team chaos, riblit, horus, etc)
