Pics in Posts

This probably has an obvious answer (server space, board functionality etc) but I'll ask anyway as I'm curious.
Why is it that users can upload and include pics in cache logs, but not forum posts? i.e. you can only link to external images

Adding a picture to a locationless or virtual cache may be a mandated requirement of the cache, so we catered for it.

Adding pictures to the forum clutters up the file system.

A blonde question but its frustraiting the hell out of me! Where is the correct place to look to upload a profile photo for the forum? I cant seem to find the option anywhere... very embarassing for a geek like me
