As far as I am aware the tide tables are only for American locations there are some places on the web that will give you the tide tables for any Coastal locations as the inland ones require rain to work

PayPal supports the recurring payment model these days, so that would be a viable option. I think the idea is to limit the ability for donations to exceed need, though, so I'm not certain how that could be managed if recurring payments were used.
