It's to stop two people grabbing the cache, driving from one major city to the other and "dropping" it along the way. Genuine moves and finds are generally OK, but I'm not going to police it too much. Egregious rules breaking will DQ the gnome. It's all a game and it's supposed to be fun, so enjoy....
