Do you have to find them in a cache placed by the owner of the card or are the cards collected by cachers and then if they find they already have one, they leave it in another cache? I have never sought permission to place a cache on public property. I don't believe the saturation issue has arisen in Victoria so there are no government bodies concerned with 50 caches in the same park with people trampling over the vegetation to get to it.
