I believe it has to do with the relative distance of the continental shelf...It is much closer to the land mass in the areas you mentioned down south, and quite distant up north, therefore, the gravitational pull on similar masses of water will have less nett effect on the rise and fall of the water...

I believe, up to 200m, but I cannot cite on this....I know that marine charts guote innaccuracies of up to this when using charts/gps of different datums. and the difference is usually in a particular direction, eg southwest. Hope this is of some use to you. Austin 8)
