A search for TS1308 on the NSW SIX maps shows a TP that is located out in the Riverina and searching SIX maps for PM1308 and SSM1308 both returned locations up in the Walcha area. Definitely a fire tower. On the top (under the cover) will be a compass to get a bearing for triangulating the fire.

But seriously, what is the point of a fire tower in the RNP, on the edge of a city. They could have a chopper over the fire in minutes. Just weird.

As someone who enjoys off-track bushwalking, finding trigs in the scrub is great fun in my opnion. Don't see why the lack of a track to follow should discount a TP from being active. You can re-activate an archived TP cache if you want. Go for it I say.
