Is there a way of downloading other people's "personal finds GPX files" to load, use, etc. Yes yes I could ask my colleagues/friends to each do it, but it would be quicker for me to run the files.

Probably no way to do it, but thought I'd ask.

If you are talking GC.com finds there is no way and sharing of GPX files is against Groundspeak's TOU.

There is a GSAK Macro which allows you to download another cachers finds. (GC finds only, of course)
