Just a snippet from a Motorola brochure on their new(ish) GPS chip:

"The Instant GPS chip can detect GPS signals as low as –153dBm, equivalent to the signal level received in Los Angeles from a 100 watt light bulb burning in Japan."

and we complain about only getting 15m accuracy in some places!

You know that just happens to be about exactly the signal level received on earth (by ALL GPS receivers), -160dBW or 0.000,000,000,000,000,1 watts.

They ALL have to go that low, otherwise no worky.
