IE7 is Internet Explorer Version 7.
IE8 is Internet Explorer Version 8.
Windows XP will run IE7 or IE8, but not IE9 (Internet Explorer 9) or anything higher.
Upgrading to IE8 may help get past the lat/lon coordinates not showing up.
You should be able to download the right version here:

Make sure you pick Internet Explorer 8.
